Annotation

In Russia, much is being done to develop the system of general and additional education, however, there are a number of contradictions in the educational results of schoolchildren and in the conditions of functioning of these systems. The model of financing general education in some countries contributes to educational inequality, it is important to take into account this experience in Russia, not allowing the aggravation of educational inequality in the Russian Federation. The purpose of the study is to identify contradictions in the development of general and additional education in Russia and the Republic of Bashkortostan based on statistical data, as well as data from other sources on the topic of educational results, international comparisons, the level of wages and the personnel problem in schools. An analytical method was used. It was revealed that a challenge for all regional education management systems is a reduction in the relative level of financing the education system against the background of an increasing personnel shortage. Despite the growth of educational results of Russian schoolchildren according to the methods of international comparisons (PISA, TIMSS, etc.), multidirectional changes in the regions of the Russian Federation in the share of schools with low educational results remain a problem. The demand for education in private general education organizations is growing — in Russia as a whole faster than in the Republic of Bashkortostan. The state pays great attention to the development of additional education for schoolchildren, while the demand for it is growing significantly, as a result of which the coverage of schoolchildren by additional education increases, with the exception of children with disabilities. Additional education in general has a positive effect on the educational results of schoolchildren, regardless of its direction.
