Annotation
Currently, there is an increase in research interest in the problems of project management in the field of public authority. Science presents an array of studies devoted to the study of various issues of project management at the state and municipal levels in Russia and abroad. At the same time, it can be noted that there is a lack of research aimed at studying the mechanism for implementing project management in the system of public authorities of the Russian Federation. This determined the choice of topic and setting the purpose of the study. The purpose of the article is to theoretically substantiate the model of the mechanism for implementing
project management in the system of public authorities of the Russian Federation. The article is aimed at solving two problems: to determine and justify the structure
of the model of the mechanism for implementing project management in the system of public authority of the Russian Federation; determine and justify the content of the main blocks of this model. To achieve the goal, methods of theoretical analysis of research, analysis of the regulatory framework of project management in the system of public authority, modeling of the mechanism for implementing project management in the system of public authority were used, based on the provisions of the system approach and the process approach in management. As a result of the study, the structure of the model of the mechanism for implementing project management in the public authority system was determined, which includes two blocks. The first describes the hierarchical structure of the project management mechanism in the sphere of public authority. The second block is informational, which represents information support for project management in the public authority system. The content of each of these blocks is determined and justified. The developed model can be used to analyze the state of the mechanism for implementing
project management in different elements of the public authority system, to identify positive practices and problem areas.
