Annotation
This article discusses the risks of the location of horticultural non-profit partnerships (SNT) in the inter-settlement area outside settlements on agricultural land. It also provides an overview of the problems that can be caused by inaccuracies in regulations that give rise to errors by local authorities. Criteria for the inclusion of the territory
of partnerships into the boundaries of the settlement are determined, prerequisites for the liquidation of SNT or their reorganization into agricultural enterprises or full-fledged residential villages are identified. The composition is determined and the content of the concept of development of the territory of the united territorial units, such as a gardening partnership and a settlement located close to it, is disclosed. The uniqueness of this study is associated primarily with the solution of a scientific problem that characterizes the territorial affiliation of the SNT, its self-determination and the fate of the property of citizens located in the SNT. The study conducted by the author has no analogues, for the first time since 1990, the significance of the territorial belonging of the SNT land has been revealed and proved. The solution of the problems outlined in this study is relevant in the context of a broad request of society and allows us to identify ways to improve the institution of horticulture, which has claims to its transformation (restoration) into a rural settlement.
