Annotation

The article discusses the issues of improving the strategic planning of the development of education in Russia arising from the most important provisions of the Federal Law of 2014 “On strategic planning in the Russian Federation” and the Decrees of the President of the Russian Federation of 2018 and 2020 “On national goals and strategic objectives of the development of the Russian Federation for the period up to 2024–2030”. The article analyzes the problems associated with the lack of a sectoral Strategy for the Development of Education in Russia and the need to implement the national project “Education”. It is substantiated that an effective tool for solving them in the medium and long term is the application of the normative-dynamic approach (NDP) to the strategic planning of education development. Taking into account foreign experience, the priority directions of the application of the normative system of indicators (NSP) for the long-term development of education are outlined in order to increase its stability and balance at its various levels. It is concluded that the idea of using the NSP in the development of a strategy for the development of the ducation sector in the Russian Federation presupposes a new vision and understanding of the conceptual provisions of the ideology and logic of strategic management in the implementation of state educational policy in Russia. At a minimum, this should be thought about today, first of all, by the highest bodies of legislative and executive power and administration in Russia.
