Annotation
The relevance of the study of the impact of sanctions on the medical industry is due to the social and strategic importance of the healthcare industry. The purpose of the study is to conduct an industry-specific socio-economic analysis of industrial policy in the field of medical device production, to identify trends in the development of the medical device market based on information about registered medical products. The analysis was based on the database of registration certificates for the period from 2007 to November 2024 (n = 37815). The objects of the analysis were the year of issue of the registration certificate, the country of origin of the medical device, the risk class, and the type of medical device. Since 2014, the volume of registered domestic medical products has increased, but the sanctions have not affected the interest of unfriendly countries that continue to launch new products to the Russian market. Most companies have invested in the development of products for laboratory diagnostics.
The analysis by risk classes showed that among the TOP 10 most active countries, three clusters can be distinguished — countries using risky investment strategies,
countries with conservative strategies and countries investing mainly in simpler and less technologically advanced devices, which include Russia. The disadvantages of modern industrial policy include the reverse industrialization of the domestic medical industry, as well as not fully reflecting the needs of healthcare in the form of the production of medical products.
