Annotation

The article examines the conceptual foundations of the human capital theory. The approaches to defining key concepts proposed in the works of foreign and domestic authors do not take into account a number of aspects related to the object-subject area of the study, which reduces their theoretical and practical significance. The concept of decent work constitutes the theoretical and methodological basis of the study. The availability of the opportunity to freely choose a profession/specialty and access to jobs are necessary conditions for the implementation of accumulated human capital. The analysis of the main indicators in accordance with the National System of Decent Work Indicators adopted in the Republic of Belarus allows us to draw conclusions about the state and trends of the Bela rusian labor market and human capital. The practical significance of the study lies in the development of directions for the development and use of human capital as a fundamental factor ensuring the economic growth of the state.
