Annotation

Education is one of the social institutions that form human capital, the quality of which is a condition for economic growth and improving the quality of life, which, in turn, affect the further reproduction of human capital. Within the framework of the discussion on the conditions for the professional choice of young people, the article analyzes a number of factors influencing the activities of Russian universities: the nature of the demand for educational services, regulation and financial support. Despite the growth in financing of higher education in absolute terms, the demand for budget places from the population is not satisfied, the number of budget places was reduced until 2020. The conclusion is made about the narrowing of the field of professional choice of young people, the inefficiency of the current mechanism for regulating the sphere of education in relation to the long-term goal of the socio-economic development of Russia to improve the quality of human capital. This institutional trap perpetuates poverty and inequality in the regions of Russia. The idea of educational deposits is proposed as an alternative to the target figures for admission to universities.
