Annotation
The results of a study of the problems of formation and development of the organizational culture of a university, which is operating in a partially recognized state are
disclosed in this article. The results were obtained on the basis of an expert interview of scientific and pedagogical workers with education (or a scientific degree) in the field of humanities / social sciences and which are working at universities that provide educational services in the field of natural, technical and humanitarian / social sciences. The use of a wide range of scientific research methods made it possible to identify the features of building and implementing the principles of the organizational culture of the university, including similarities and differences provided by the place of work and type of activity. A number of important conclusions have been made. Conclusions, regarding the role of the leader in the organization and the level of implementation of organizational culture, the high dependence of the level of organizational culture on the level of practical implementation of theoretical knowledge by scientific and pedagogical workers, as well as the prerequisites and consequences of the formation of values and rules of organizational culture and the motives to adhere to them.
