ADVANTAGES AND BARRIERS IN CREATING “SMART CITIES” BASED ON PUBLIC-PRIVATE PARTNERSHIP

Annotation

One of the factors in the creation of “smart cities” is a public-private partnership (hereinafter — PPP), through which the resources and competencies of business representatives necessary for the development and implementation of digital technologies in cities are attracted. The main result of this is the satisfaction of the interests and needs of the present and future generations when interacting with the urban environment by improving the quality and standard of living. The purpose of the article is to study the advantages and barriers in creating “smart cities” based on PPP. The methodological basis of the study was made up of general scientific methods of cognition of economic phenomena and processes. The work uses analysis, synthesis, observation and other methods. The study made it possible to present the advantages and effects of PPP in the context of creating “smart cities”. Conclusions are drawn about the existence of legal, financial, economic and organizational barriers that hinder the development of the Russian PPP practice in relation to the creation of “smart cities”. The requirements that should guide the elimination of these barriers are formulated, and promising areas of PPP in the creation of “smart cities” in the direction of ensuring the sustainable development of our country are identified. The research materials can be used in making decisions on the creation of “smart cities” in Russia using PPP.
