Annotation
The article examines the issues of financing the education system, analyzes the changes in the principles of financing — the introduction of a per capita financing system
and its implementation in the country, outlines possible ways to improve the organization of the education system through changing its financing and ensuring that participants in educational relations are informed. The analysis of the impact of the quality of life of the population in Russian regions on the migration of the country’s young population from rural areas to cities is carried out. An analysis of the policy of partial implementation of their obligations by the subjects of the Russian Federation and local governments in the period since 2000, due to underfunding, showed the inability to ensure equal access of citizens to public services in the field of education. The analysis of statistical information and research materials allowed us to conclude that it is necessary to change the system of financial support for the education sector, which is under the jurisdiction of the Ministry of Education of the Russian Federation. In accordance with the development of the unified educational space of the Russian Federation, based on the conducted research, a model for financing the sphere of preschool, general, additional and secondary vocational education is proposed based on information stored in regional information systems (FIG). A model is presented for the implementation of government interaction with information stored in the RIS in order to minimize the bureaucratic burden on the administration of an educational organization and reduce the time required to obtain initial data, taking into account
the exclusion of information requests from the interaction process by sending official letters. The constructed model of interaction reflects the exclusion of intermediate elements from the “federation-region-municipality-educational organization” bundle. The relevance of this topic is determined by the changes taking place in the education financing system in the Russian Federation and the strategic objectives in the implementation of the state program for the development of education until 2030.
